Beacon scopes feasibility, engineering, testing and launch support separately.
Quotes are in USD against a written scope. Hosting and third-party charges,
review rounds and maintenance responsibilities are stated in the proposal.
OpenAI controls public approval and distribution. Current plugin rules allow
existing paid entitlements, but prohibit in-plugin digital subscription sales
and upsells. A build is separate from Beacon visibility monitoring.
